Plus there are some 'other' cats that I think have been sadly neglected. I dug around in the tags list the other day when I volunteered (just wanted to make sure there was something left for me to offer :-) and kept noticing holes where tags should be.
Now, if only I could remember what they were. :-) (Damn middle age!)

Tags can be a bit sketchy. The important thing to check out is the memories of whatever category you're reccing - even if a favorite of yours was recced in, say, Daniel Jackson, you'd be able to rec it in Episode Related or Angst or whatever as long as it's not in the memories for that particular category. I have discovered marvelous fics when they were recced in one category and rerecced them in a different category a few months down the line. Or there was the time when Abyssis and I had a good-natured squabble over who would get to rec a certain story first! She won. :) I still recced it in a different category, though - just not that same month.
A lot of people don't seem to realize this, so it always helps to repeat it - as long as the fic isn't listed in the memories of the actual category you're reccing, it's fair game.

And word to everything you said about gen. Even though I'm primarily a slash writer, I do enjoy writing (and reading) gen. It's fun to play with the different nuances of character interactions, not to mention how some themes work better in gen than slash (or ship, for that matter).
